What is SDM attestation?
SDM (Sub-Divisional Magistrate) attestation is a state-level authentication done by the office of the Sub-Divisional Magistrate. The SDM is a revenue official with magistrate powers, and is authorised to attest documents under the seal of the state government. SDM attestation is the quicker of the two state-level routes — typically completed within 1-3 working days. It is widely accepted by MEA for the apostille process. SDM offices exist in every district of India.
What is Home Department attestation?
Home Department attestation is done by the General Administration Department or Home Department of the state secretariat. This is the more formal route and is required by some states for personal documents. For example, Maharashtra Home Department in Mumbai, Karnataka Home Department in Bengaluru, Tamil Nadu Home Department in Chennai. Home Department attestation typically takes 5-15 working days and involves more procedural steps.
Which route applies to my birth certificate?
The choice between SDM and Home Department depends on the state of issue and current state government practice. As a general rule: SDM route works for: Delhi, Haryana, Punjab, Rajasthan, UP, Uttarakhand, MP, Chhattisgarh, Bihar, Jharkhand, West Bengal, Odisha, Assam and the North-Eastern states. Home Department route is typically required for: Maharashtra, Karnataka, Tamil Nadu, Kerala, Telangana, Andhra Pradesh, Gujarat. Practices change occasionally — we verify the current requirement before submission.
Which is faster — SDM or Home Department?
SDM is significantly faster. SDM attestation can typically be completed within 1-3 working days in most districts. Home Department attestation, being a secretariat-level process, takes 5-15 working days due to the additional verification steps and inter-departmental movement of files. If timeline is critical and your case allows the SDM route, we always choose SDM.
Can the SDM route be used for all documents?
Almost. SDM attestation works for personal documents like birth certificates, marriage certificates, death certificates, single status certificates, affidavits and translations. For educational documents (degrees, transcripts), the Home Department or HRD Department route is mandatory in most states. For commercial documents, the Chamber of Commerce attestation is required before MEA. Since this article is specifically about birth certificates, SDM is the typical route.
Does MEA accept both SDM and Home Department attested documents equally?
Yes. MEA accepts documents attested through either route, provided the attesting authority is authorised by the state government and registered with MEA. The apostille issued by MEA is identical regardless of which state-level route was used. The only practical difference is time.
Can I skip SDM/Home Department and go directly to MEA?
No. Since 2019, MEA does not accept any personal document for apostille without prior state-level attestation. The SARTHI portal will reject the application if state attestation is missing. The only exception is for documents issued directly by central government departments (like PCC from passport office), which can sometimes bypass state attestation. For birth certificates issued by state authorities (Municipal Corporations, Panchayats), state attestation is mandatory.
