Several major authorities now have functional online portals: MCD Delhi (mcdonline.nic.in), BMC Mumbai (portal.mcgm.gov.in), BBMP Bengaluru (bbmp.gov.in), GHMC Hyderabad (ghmc.gov.in), Greater Chennai Corporation (chennaicorporation.gov.in), Karnataka eJanma portal for hospital-based registrations, Kerala state portal (cr.lsgkerala.gov.in), Tamil Nadu state portal (tnreginet.gov.in), Telangana eSeva portal, Maharashtra state portal (rdmsahaj.maharashtra.gov.in), and UP state portal (e-suvidha.up.nic.in). When does offline application work better?

Offline (physical filing through a representative) is better when records are older than 2000 and may not be digitised, the authority is a Panchayat, Cantonment Board or small Municipality, the case requires record search not just printout (physical registers need to be examined), corrections or NABC are involved, court order route is required, or the matter involves liaison with multiple officials. For NRIs, offline through a trusted local representative often produces better results than DIY online.

Can the certificate be downloaded online?

Yes, several state portals allow downloadable digital certificates with QR codes. MCD Delhi, BMC Mumbai, BBMP Bengaluru, GHMC Hyderabad and most state portals issue downloadable PDFs with digital signatures of the Registrar. These are legally valid. However, the physical original is still preferred for many purposes — particularly apostille (MEA requires physical originals for the apostille sticker), embassy attestation, and submission to USCIS (which prefers wet-ink originals).
