If you were born in Mumbai (Bombay), your birth certificate is issued by the Brihanmumbai Municipal Corporation (BMC) — also known as MCGM. Mumbai has one of India's most digitised civil registration systems. This guide explains how NRIs born in Mumbai can obtain, correct, or apostille their birth certificate from anywhere in the world.
Which authority issues birth certificates in Mumbai?
The Brihanmumbai Municipal Corporation (BMC), officially Municipal Corporation of Greater Mumbai (MCGM), is the sole authority issuing birth certificates for births that occurred within Greater Mumbai municipal limits. BMC covers all 24 administrative wards of Mumbai. The portal is at portal.mcgm.gov.in. For births in Navi Mumbai, the Navi Mumbai Municipal Corporation (NMMC) is the issuing authority; for Thane, Thane Municipal Corporation (TMC).
How can an NRI born in Mumbai apply for a birth certificate from abroad?
NRIs born in Mumbai have three options:
- Online via BMC portal — register at portal.mcgm.gov.in, submit application for certificate issuance/duplicate, pay fee online, receive digital certificate or appointment for collection. Workable if you have an Indian mobile for OTP.
- Through India For NRI — we file online and offline on your behalf, get the certificate, apostille it, and courier to your overseas address.
- Through a relative in India — they apply on your behalf with notarised authorisation letter from you.
How long does BMC take to issue a birth certificate?
BMC's TAT depends on the age of the record:
- Births post-2000 (fully digitised): typically 24-72 hours through the online portal.
- Births between 1990-2000 (partially digitised): 7-14 days; physical register search at the ward office may be needed.
- Births pre-1990 (paper records): 15-30 days; manual record search by ward registrar. Mumbai's archive system is reasonably good, but for very old records (1960s-70s), patience is required.
What documents are needed for BMC duplicate birth certificate?
Standard documents for BMC duplicate:
- Notarised application form
- Copy of old certificate (if any, even a photo helps)
- Current passport copy
- Parents' Aadhaar / PAN
- Address proof of parents at time of birth (if available)
- Your photograph
- For NRI applications via Power of Attorney: notarised authorisation letter or PoA; representative's ID
We send a customised checklist after the consultation.
Which BMC ward is responsible for my record?
BMC has 24 administrative wards (A through T plus extensions). Your birth record sits with the ward office where the hospital was located or where your parents lived at the time of birth:
- South Mumbai — A, B, C, D, E wards (Colaba, Fort, Marine Drive, Tardeo)
- Central Mumbai — F, G wards (Parel, Lower Parel, Worli, Mahalakshmi)
- Western Suburbs — H, K wards (Bandra, Khar, Andheri, Vile Parle)
- Eastern Suburbs — L, M, N wards (Kurla, Ghatkopar, Mulund)
- Far North — R, P, S wards (Borivali, Dahisar, Goregaon)
The BMC portal helps identify your ward from registration details.
Can the BMC certificate be issued in English?
Yes. BMC issues certificates in both English and Marathi as a bilingual document by default. For NRI use abroad, the English version is universally accepted by USCIS, IRCC, UK Home Office and other foreign authorities. The bilingual format is also legally valid in India for all purposes.
How does the apostille chain work for BMC-issued certificates?
For Maharashtra-issued certificates (including BMC), the typical apostille chain is:
- Notarisation
- Maharashtra Home Department attestation (located at Mantralaya, Mumbai)
- MEA apostille (via SARTHI portal, submitted at BLS/IVS in Mumbai or Delhi)
For BMC certificates, Maharashtra prefers the Home Department route over SDM. Total apostille time: 10-15 days. We handle this end-to-end for NRI clients.
What if BMC says no record exists for my birth?
If BMC's ward office confirms after search that no record exists, we obtain a formal Non-Availability Certificate from BMC stating that the records have been searched and no registration was found. This BMC NABC, combined with supporting documents (school certificate, parents' affidavits), serves as the basis for either:
- Late birth registration through SDM order
- NABC for immigration use abroad
We recommend the appropriate route based on your case.
