When is a birth certificate required for Indian passport reissue?

Birth certificate is typically required when:

  • First-time passport applicants born after 26 January 1989 — birth certificate is mandatory primary proof of DOB and Indian citizenship
  • Reissue of passport with corrected date of birth — to substantiate the new DOB
  • Reissue of passport for minorsbirth certificate proves age and parentage
  • ECR/ECNR status changes — when DOB-based eligibility needs verification

For routine reissue of passport (e.g., due to expiry or damage) where DOB hasn't changed, birth certificate may not be specifically required.

Where do NRIs apply for Indian passport reissue?

NRIs apply through the Indian Embassy or Consulate in their country of residence, via VFS Global (in US, UK, Canada, Australia) or directly at the Mission (other countries). The Embassy operates as the equivalent of a Passport Office for NRIs. Application is filed online at passportindia.gov.in, then documents are submitted at VFS.

Can I submit an NABC for Indian passport reissue?

Yes. Indian passport offices (and Missions abroad) accept NABC issued by the Indian Government / Embassy, supported by school leaving certificate, matriculation certificate, and parents' affidavits. This is particularly common for older NRIs whose original Indian passport was issued decades ago without a birth certificate.

Does the birth certificate need to be apostilled for passport reissue?

No — for submission to an Indian Mission abroad, the birth certificate doesn't need to be apostilled. The Indian Mission accepts Indian documents directly. This is different from when you submit the same certificate to a foreign authority (USCIS, IRCC), which requires apostille.

What if my passport name doesn't match my birth certificate?

This is a frequent issue. Indian passport reissue process requires consistency between the passport name and supporting documents. If your birth certificate shows a different name (spelling, missing middle name) than your existing passport, you have two options:

  1. Correct the birth certificate to match the passport — administrative correction in India
  2. Change the passport to match the birth certificate — requires a name change process including gazette notification

What if my Indian passport was issued before a birth certificate was registered?

Common for NRIs whose passport was issued decades ago based on parents' affidavit. If you now need to use the passport for foreign immigration purposes, the passport itself is the primary identity document — birth certificate is not retrospectively required. But if the immigration authority demands a birth certificate, the NABC + secondary evidence route is the way forward.
