The Gulf countries (UAE, Saudi Arabia, Qatar, Kuwait, Bahrain, Oman) are not signatories to the Hague Apostille Convention. They follow the traditional consular legalisation system. So an Indian birth certificate needs: (1) Notarisation, (2) SDM/Home Department attestation, (3) MEA attestation (not apostille — MEA does "attestation" for non-Hague countries), and (4) Embassy attestation by the destination Gulf country's embassy in Delhi. Some Gulf countries additionally require MOFA (Ministry of Foreign Affairs) attestation after arrival in the country.
How does embassy attestation work for UAE?
For UAE, the chain after MEA attestation is: take the MEA-attested birth certificate to the UAE Embassy in Delhi (located at EP-12, Chandragupta Marg, Chanakyapuri). Submit with the application form, applicant's passport copy, sponsor letter or employment letter (if for residence visa), and the embassy fee (typically AED 150-300 equivalent, payable in INR). UAE Embassy attestation typically takes 3-7 working days. After receiving the UAE-embassy-attested certificate, take it to UAE upon arrival or use it for visa applications.
How does embassy attestation work for Saudi Arabia?
For Saudi Arabia, the certificate must go through the Saudi Cultural Mission or Saudi Embassy in Delhi (Chanakyapuri). The Saudi Embassy attestation chain is slightly more complex than UAE — Saudi Arabia also requires the Indian Chamber of Commerce attestation for certain document types, though personal documents like birth certificates typically don't require it. Saudi Embassy attestation TAT: 7-15 working days. Fee approximately SAR 100-300 equivalent. After arrival in Saudi, MOFA (Saudi Ministry of Foreign Affairs) attestation is required for use of the certificate within the kingdom.

So the chain ends at the embassy attestation in Delhi for the India-side work. MOFA is the responsibility of the recipient once the document reaches the destination country.
