If you were born in Delhi, your birth certificate is issued by the Municipal Corporation of Delhi (MCD). Since the 2022 unification of the three MCDs into a single MCD, the process is streamlined. This guide explains how NRIs born in Delhi can obtain, duplicate, correct, or apostille their birth certificate from abroad.
Which authority issues birth certificates in Delhi?
Delhi has multiple authorities depending on the exact area of birth:
- MCD (Municipal Corporation of Delhi) — covers most of Delhi after the 2022 unification of North, South, and East MCDs. Portal: mcdonline.nic.in.
- NDMC (New Delhi Municipal Council) — covers central New Delhi area (Connaught Place, Lutyens' Delhi, India Gate area). Portal: ndmc.gov.in.
- Delhi Cantonment Board — covers Delhi Cantonment area births.
The vast majority of Delhi-born NRIs were registered under MCD or one of its predecessor corporations.
What changed after the 2022 MCD unification?
On 22 May 2022, the three Municipal Corporations (North MCD, South MCD, East MCD) were re-unified into a single MCD by an Act of Parliament. For birth certificate purposes:
- All old records from the three predecessor MCDs are now managed by the unified MCD.
- The online portal (mcdonline.nic.in) is unified.
- Ward boundaries have been rationalised into 12 zones.
- Certificate issuance follows uniform format.
If you have an old certificate from "South MCD" or "North MCD", duplicate/reissue is now done through the unified MCD.
How does an NRI born in Delhi apply for a birth certificate?
Three routes:
- Online at mcdonline.nic.in — for digitised records (post-2000), workable if you have Indian mobile OTP.

- Through a relative in India with notarised authorisation letter.

How long does MCD Delhi take?
- Records post-2000 (digitised): 3-7 working days.
- Records 1990-2000: 10-15 days; some manual register check needed.
- Pre-1990 records: 20-45 days; physical archive search at the relevant zonal office.
MCD has the largest historical record set of any Indian authority — pre-1969 records exist for parts of Delhi (then under Bombay Presidency or earlier administrative units).
What documents does MCD Delhi require?
- Notarised application form with affidavit of loss (for duplicates)
- Copy of old certificate if any
- Current passport copy
- Parents' Aadhaar / PAN
- Old address proof of parents at time of birth (utility bill, voter ID, ration card)

How does the apostille chain work for Delhi-issued certificates?
Delhi has the simplest apostille chain because both the Delhi government and MEA are in Delhi:
- Notarisation
- Delhi SDM attestation (at the relevant SDM office, typically same district as your birth)
- MEA apostille via SARTHI (at BLS/IVS/Alankit centres in Delhi)

What if my birth was in Delhi Cantonment area?
If you were born in Delhi Cantonment (Sadar Bazar, Naraina, Delhi Cantt areas), your birth certificate is issued by the Delhi Cantonment Board, not MCD.
