Is UAE a Hague Convention country?

As of early 2026, UAE has not yet acceded to the Hague Apostille Convention. UAE still follows the traditional consular legalisation system, which means Indian birth certificates need notarisation, SDM/Home Department attestation, MEA attestation (not apostille — for non-Hague countries MEA uses the term "attestation"), and UAE Embassy attestation in Delhi. Some Saudi Arabia-style transition to apostille is anticipated but not confirmed.

Where do NRIs in UAE use Indian birth certificates?

Common uses in UAE: employment visa / residence permit (Emirates ID); family residence visa for spouse and children; children's school admission (Indian, IB, British curriculum schools in Dubai, Abu Dhabi, Sharjah); driving licence application (for some categories); bank account opening (especially for joint accounts); marriage registration in UAE for Indians marrying in UAE; property purchase in own name; estate planning and will registration.

What is the full attestation chain for UAE?

The chain is: (1) Notarisation in India. (2) SDM or Home Department attestation in the issuing state. (3) MEA attestation at Ministry of External Affairs, New Delhi. (4) UAE Embassy attestation at UAE Embassy in Delhi (Chanakyapuri). (5) MOFA attestation after arrival in UAE (at UAE Ministry of Foreign Affairs in Abu Dhabi or Dubai) — required if the document is used for residence visa or official UAE registrations.

How long does the UAE chain take?

Typical timeline for the India-side chain: notarisation 1 day; SDM/Home Department attestation 3-15 days (state-dependent); MEA attestation 3-5 days; UAE Embassy attestation 5-10 days. The India-side chain is identical regardless of which UAE city you live in. After receiving the UAE-Embassy-attested certificate from India, you proceed with MOFA attestation. Dubai: MOFA attestation office at Al Wasl Road, or via Tas-heel customer happiness centres. Abu Dhabi: MOFA attestation at the main Ministry building. Is the apostille route accepted by some UAE entities?

Anticipating UAE's eventual accession to Hague Convention, some UAE entities (particularly private employers in free zones, international schools) have started accepting MEA-apostilled documents without UAE Embassy attestation.
