How to Get Duplicate Birth Certificate from MCD Delhi as an NRI

If you were born in Delhi and need a duplicate or certified copy of your birth certificate, the issuing authority is the Municipal Corporation of Delhi (MCD). After the 2022 unification of the three MCDs (East, North, South) into a single MCD, the process has been streamlined. This guide explains how NRIs can get a duplicate from MCD Delhi while living abroad.

What is MCD and when did it become a single corporation?

MCD (Municipal Corporation of Delhi) is the principal civic body of Delhi, covering the majority of the National Capital Territory. From 2012 to 2022, Delhi had three separate corporations — North MCD, South MCD, and East MCD. On 22 May 2022, the three were re-unified into a single MCD by the Delhi Municipal Corporation (Amendment) Act, 2022. Birth certificates issued by any of the previous three corporations are now reissued through the unified MCD's central system.

How does an NRI apply for a duplicate birth certificate from MCD Delhi?

Two routes: Online via mcdonline.nic.in — login with a citizen account, select "Birth Certificate" → "Issue of Certificate," enter registration details, upload supporting documents, pay the fee online, receive the digital certificate or appointment for collection. Offline via the Zonal Office — visit the MCD zonal office covering the area of birth (e.g., Civil Lines, City SP, Karol Bagh, Najafgarh, Najafgarh, etc.), submit the application physically. For NRIs, we use the online route where possible and offline filing through our local representative where needed (especially for older records).

Which MCD zone do I apply to?

MCD currently has 12 zones in Delhi: Centre, Civil Lines, City-SP (Sadar Paharganj), Karol Bagh, Najafgarh, Narela, Rohini, West, Keshavpuram, Shahdara North, Shahdara South, and South. Your birth's zonal office is determined by the area where the birth was registered — typically where the hospital was located or where the parents lived. Old North MCD zones, South MCD zones and East MCD zones have all been merged into the new MCD structure. The online portal helps identify your zone from the registration number.

What documents are needed for MCD Delhi duplicate?

Documents needed: notarised application form with affidavit of loss (we draft); copy of the lost certificate if any (even a photo helps); your current passport copy; parents' identification (Aadhaar or PAN); address proof of parents at time of birth (utility bill, ration card, voter ID); your photo. For older records (pre-2000), additional supporting evidence like hospital records or birth registration receipt is helpful.

 
How long does MCD Delhi take to issue a duplicate?

For records post-2000 that are digitised: 3-7 working days. For records 1990-2000: 10-15 days. For records pre-1990 (paper-only): 20-45 days depending on which zonal office and how well their physical archives are organised. What if the original record cannot be located in MCD archives?

If after a proper search the zonal office cannot locate your original registration, MCD issues a Non-Availability of Birth Certificate (NABC) with a formal statement that the records have been searched and no entry was found. This NABC is then used along with secondary evidence (school certificates, parents' affidavits) for your immigration purpose. We have handled cases from MCD where pre-1990 records could not be traced — in such cases the NABC route works reliably.

Can NRIs apply for MCD apostille along with the duplicate?

Yes. Once MCD issues the duplicate, we get it notarised, attest at Delhi SDM (typically the SDM office of the same district), and submit to MEA for apostille via SARTHI.
